General Plan 2022

The General Plan provides the blueprint for how the County will evolve over time -- it is a long range plan with several elements, including Housing, Transportation, Land Use, Economic Development, Public Safety, and Infrastructure / Sustainability.

The General Plan is updated every 10 years. The 2012 General Plan was recently updated and adopted in 2022, though there are many gaps left to be filled in within each Element. The Planning and Zoning Department is currently working to revise the Land Use Element, which includes a Future Land Use Plan and Map. A new Housing chapter iwas recently adopted in February 2024, which includes the Moab Area Affordable Housing Master Plan. The Economic Development Department is also in process, drafting an Economic Development Master Plan. All of the Elements of the General Plan and associated master plans should work in a symbiotic way, to complement each respective set of policies and action strategies.

The current adopted General Plan looks at where gaps are occurring in the county and indicates how both local residents and their elected officials envision the community developing within a specified time span. This is especially pertinent to Grand County, where rapid, robust growth has occurred in the past several years.

  • November 10th, 2021 General Plan Public Meeting

    Grand County Planning and Zoning Department hosted its first public meeting geared toward informing the public about the General Plan process and gaining feedback from attendees. Community stakeholders representing Land Use, Water, Infrastructure, Transportation/Trails, Housing, Economic Development, Health and Environment, and Public Safety were in attendance to share information and answer questions.

    The main themes that arose from this meeting included:

    • The importance of Housing Affordability and Resource Conservation on new land use updates
    • Increased paved and biking paths; especially in the Spanish Valley area
    • Diversified housing types such as duplexes, manufactured homes, or multifamily developments
    • Include mandatory greywater systems in new developments, and implement water conservation ordinances in residential areas
    • Affordable housing must be the main priority for the community before future economic diversification can occur
