Grand County Code Enforcement

What is Code Enforcement?

The Code Enforcement department enforces county codes which reflect the standards of our community.

They are responsible for enforcing codes that address public health and safety issues, including but not limited to specific nuisances, zoning, housing, dark skies, dangerous buildings, and inoperable and unlicensed vehicles on private property.

Codes are enforced in an effort to provide a safe and enjoyable environment for our community to live in.

Voluntary Compliance:

The County attempts to resolve all violations with Voluntary Compliance. Voluntary Compliance is more effective and creates good relationships between the community and County as a whole.

Common Code Violation Reports:

The number 1 reported violation of 2021 was in regards to illegal camping on property. According to Grand County Land Use Code, Article 3 "Use Regulations," 3.1.1.C: Camping outside of a permitted Recreational Vehicle Park, Campground, or Travel Trailer Park is prohibited in all zones.

Allowing people to occupy an RV on your property is a violation of this ordinance, even if there is power and a cleanout available for the occupant.

Construction without a permit is another violation that gets reported frequently. According to the 2018 International Building Code, Section 105 Permits, 105.1 required:

Any owner or owner's authorized agent who intends to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure, or to erect, install, enlarge, alter repair, remove, convert or replace any electrical gas, mechanical or plumbing system, the installation of which is regulated by this code, or to cause any such work to be performed, shall first make application to the building official and obtain the required permit.

Operating without a business license is a common violation that is reported to Code Enforcement. According to Title 5.01.030 License Required:

It is unlawful for any Person to engage in, carry on, or operate any Business within the unincorporated area of Grand County, State of Utah without first obtaining a business license required by this Chapter for each principal Office Address, except as provided in Section 5.01.030.B.

Obtaining a new business license is a simple, 3-step process. You can obtain a business license application by visiting the Grand County Clerk's Office, or by downloading the application via this link: https://www.grandcountyutah.net/613/Business-Licenses. Compliance Agreement:

We want to work with you to help get you back into compliance! To help with this, Grand County now has a Compliance Agreement, which will set parameters to help you and your property to come into compliance. The Compliance Agreement is a contract between the County and the Responsible Person in which the Responsible Person agrees to cure the violation within a specified time and according to specified conditions.

Submitting an anonymous complaint:

It is easy to submit complaints to Code Enforcement. Just follow this link, where you will be asked to fill out information in regards to the possible violation. We do require that you enter contact information, so we can follow up and keep you informed. Complaints are kept anonymous at all times, but the complainant my be called as a witness if the case goes to court.
