County-wide plans are used to guide the day-to-day decisions of the area and influence what the community will look like in the future. Current plans being modified include: The General Plan, a Unified Transportation Master Plan in partnership with Moab City, and a Land Use Strategy - Levels of Service Analysis.


General Plan Update: The last General Plan was adopted by the county in 2012 and is being updated now. A final plan is slated for completion in 2022. This holistic document houses visions, goals, and strategies that provides long term direction to the county. It helps citizens, property owners, and county officials to inform their future decisions about land use, development and more based on what is written in the plan.


Unified Transportation Master Plan: The Unified Transportation Master Plan (UTMP) will identify actionable steps and projects to achieve the community’s goals for a safe, reliable, connected and efficient multimodal transportation system. Land Use Strategy - Levels of Service Analysis: The purpose of this plan is to analyze different growth and development scenarios for the county. The current Land Use Code is a regulating county document used for the following: establishing a respectful development process for property owners and citizens, growth that prevents overcrowding and keeps the true Moab rural character, ensuring safety, and facilitating access to services like water and roads.

Certain aspects of the Land Use Code are not fitting the county like it used to, like zoning restrictions and development, so these standards are being looked at. A consultant was hired by the county to manage this process and recommend changes to the document. This is scheduled to be finished by June 2022.
